## Color States (Bilingual)

### GREEN / 緑
- Baseline stable.
- Keep monitoring.
- Follow normal checklist.

### YELLOW / 黄
- Check freshness and queue.
- Confirm affected scope.
- Avoid uncontrolled restarts.

### RED / 赤
- Treat as active incident.
- Follow reviewed runbook.
- Escalate immediately.
